This white paper outlines the initial proposal for the Philadelphia Housing Trust Fund to create affordable housing to meet the needs of low and moderate income families, provide housing investment to revitalize distressed neighborhoods, and to leverage additional outside resources. The Trust Fund received local and state approval in June and July 2005.


“Neighborhood Economies, Neighborhood Partnerships: Economic Development in Year One of the CDC Tax Credit Program”; October 2003

This publication summarizes the economic development achievements of CDCs participating in Philadelphia's CDC Tax Credit Program in its first year of implementation. The study shows how funding is used to support core operations of CDCs and leverage funds for specific projects. The report also recommends making the Tax Credit Program permanent and expanding it to 25 neighborhoods in Philadelphia, which it was.


“Invest in Neighborhoods: An Agenda for Livable Philadelphia Communities”; May 2003

This policy agenda outlines a four-year plan to advance neighborhood revitalization in Philadelphia. Invest in Neighborhoods uses the successful work of Philadelphia’s CDCs to enhance the City’s Neighborhood Transformation Initiative, and provides recommendations to the City of Philadelphia to Invest in Vacant Land, Housing, Livable Neighborhoods and Neighborhood Economies.

“Acquisition A to Z: A Manual for CDCs About How to Acquire Real Estate in Philadelphia” 1995 $25
The manual details the processes and procedures that CDCs must navigate to acquire real estate in the city, including how CDCs should plan for acquiring land, identify land for acquisition, how to tailor an agreement of sale, and the best method to acquire land relative to the ownership status and condition of the property.
