Blue Ribbon Award for Excellence in Community Development Project H.O.M.E. St. Elizabeth's Phase V Homeownership Development
The mission of the Project H.O.M.E. community is to empower adults, children, and families to break the cycle of homelessness and poverty, to alleviate the underlying causes of poverty, and to enable all of us to attain our fullest potential as individuals and as members of the broader society. Since its inception in 1988, the organization has been a leader in providing comprehensive and effective services to persons who experience chronic homelessness. With innovation, leadership, and an unyielding commitment to the dignity of each person, they have developed nationally recognized programs that have proven that homelessness can be solved.
The St. Elizabeth’s Phase V Homeownership Development was completed in November 2007 and is their largest homeownership development to date. The project consisted of the renovation of 15 historically significant long-term vacant properties on North 23rd Street using a mix of public and private financing, including the first Philadelphia development awarded PHFA Neighborhood Revitalization Initiative funds. Funding from the Philadelphia Soul Foundation and a partnership with the Energy Coordinating Agency enabled the addition of green and energy efficiency features to the homes. In addition, the project conserved construction costs through efficiencies in purchasing and installation. The St. Elizabeth’s development is the result of on-going grassroots community action to address the critical need for more affordable housing in North Central Philadelphia. Block leaders in partnership with Project H.O.M.E. successfully stopped the demolition of several long-term vacant properties, which sparked a five year community-driven effort to renovate the 15 homes that is helping to transform the community.
